Notes from Liveable Streets Scheme Webinar – Gosset Street Meeting (PDF version).
1/12/20
Chaired by Cllr John Pierce with members of the LS team, Council Officers and other local stakeholders including Kevin MacKenna, Amanda Reynolds, Penny Creed, Jonathan Moberley, Kate Evans & Robert Robinson.
The amended scheme was presented and was then opened up for comments and discussion.
The key areas of discussion centred around the following:
- Hedge at the junction of Virginia Rd & Gosset St.
- It was felt strongly that this should be removed to allow for a better sightline and easier for the volume of pedestrians this route gets. Other planting options were proposed e.g. 2 gateway trees but UKPN have said they would object to any such proposal as there is cabling in that area
- Layout of Planters around the Birdcage.
- Planters have been positioned to avoid the many cables under the street on this junction. Planting will include trees, shrubs and perennials on a seasonal basis. The planters will have a low 5cm edge to discourage them being used for seating but allow for walking sticks/canes to find the edge.
- There was concern that the two planters nearest Columbia Rd are too close to the edge of the road and the zebra crossing and will cause congestion on a Sunday not allowing for an easy flow, particularly with people & tables outside the pub. This element does not seem to allow enough space for pedestrians.
- Birdcage use of space.
- All residents brought up their concern about how much space the pub can use. The monitoring of the space used for outside tables (exterior furniture) licence will be controlled by licensing officers. All councillors and officers were at pains to re assure that this area was not being built for the pub use and that the situation would be monitored and appropriate action take in the event of misuse by the pub.
- Emergency Access
- To start with by use of removable bollard with ANPR being introduced at a later stage.
Other Points
- Cycle lane into park from previous design has been removed following feedback
- All paving to match existing new York-stone paving on Columbia Rd
- New matching heritage lamppost to go outside pub
- All seating originally planned has been removed due to concerns about use by pub customers.
- Mural or Artwork on wall on side of houses on Virginia road by bike stand was discussed at length, although this is a private wall so permission would need to be sought this seems to be an ongoing discussion.
Next Steps
There was a consensus that the key issues of the hedge, the two planters nearest Columbia Road and single bike stand should be reviewed.
The team will review this, and I understand there will be a follow up meeting.
The timeframe would be to complete any planning design changes early in the New Year, for construction to commence in the New Year to be ready for Spring.
